   NOTICE

The Flathead County Water District #1 – Evergreen (“District”) Board of Directors will hold the regular monthly board meeting on Wednesday May 13, 2026, at 7:00 a.m. The District Office is located at 108 Cooperative Way. The Board will also receive public comments that may be sent prior to the meeting to info@evergreenwaterdistrict.com. By the Tuesday prior to the meeting.

 

Agenda for the Regular Meeting of May 13, 2026

of the Board of Directors for the Flathead County Water District #1 – Evergreen

 

  1. Call the meeting to order.
  2. Pledge of Allegiance.
  3. Recognize any public in attendance and allow for public comment on any matters that are within the jurisdiction of the District. Time per speaker may be limited depending on the number of public members who sign up to make comments.
  4. Adopt or amend the agenda by eliminating items, reassigning the order of items, or adding items for discussion.
  5. Consideration of a recommendation to the Flathead County Commissioners to select Butch Clark as the County’s representative on the District’s Board of Directors. Cindy Murray
  6. Presentation of the District Water PER prepared by Great West Engineering. Jeff Walla
  7. Consideration of Resolution 2026-06 accepting the Water PER submitted by Great West Engineering. Cindy Murray
  8. Consideration of Resolution 2026-07 giving permission for Great West Engineering to submit a grant application for RRGL 2026 funding of a District water project. Cindy Murray
  9. Consideration of Resolution 2026-08 adopting a Charter for an Advisory Group to the Board in connection with the preparation of the Wastewater Treatment Alternatives PER and inviting applications for selection by the Board. Cindy Murray
  10. Presentation of Jacobs Rate Update Study
  11. Consideration of Resolution 2026-09 “Notice of Intent to Adopt an Ordinance Increasing Water and Sewer Rates and Implementing Revised and New Water and Sewer Fees.” District Staff and Kurt Playstead of Jacobs Engineering.

 

The next Regular Board Meeting and Hearing on Notice of Intent to Adopt an Ordinance Increasing Water and Sewer Rates and Implementing Revised and New Water and Sewer Fees will be held on May 27, 2026, at 7:00 a.m.  The meeting will be held at the District’s Offices at 108 Cooperative Way, Kalispell, MT  59901. 

 

Members of the public may attend in person or virtually via Microsoft Teams or Zoom. To receive virtual access information, please contact the District office at 406-257-5861 no later than Monday, May 11, 2026.  An agenda will be posted and available in accordance with Montana Code Annotated §§ 2-3-103 and 2-3-202 and will include time for public comment on matters within the jurisdiction of the Board.

Notice of Public Hearing

NOTICE OF PUBLIC HEARING

 

The Flathead County Water and Sewer District No. 1 – Evergreen will hold a public hearing on May 6, 2026, at 7:00 a.m., at the District office, 108 Cooperative Way, Kalispell, MT 59901.   A TEAMS link is provided to attend the meeting virtually here: https://bit.ly/4tDYx3u  or to call in at: 1-406-247-0445, Phone conference ID: 289 952 36#.  The District has scheduled the public hearing to receive comments on a water system Preliminary Engineering Report (PER) and possible applications to the DNRC Renewable Resources Grant Program, DEQ Drinking Water State Revolving Loan Fund, and USDA Rural Development. The public will also have an opportunity to comment on the assessment of potential environmental impacts associated with proposed improvements to the water supply, storage, and distribution system.

At the public hearing, the proposed project will be explained, including its purpose, the proposed project area, activities, potential environmental impacts, budget, possible funding sources, and any costs that may result for local citizens. The District will provide an opportunity for all attendees to ask questions and share opinions on the proposed project and its potential financial and environmental impacts.

 

Comments may be made orally at the public hearing or submitted in writing to the District (108 Cooperative Way, Kalispell, MT 59901 or info@evergreenwaterdistrict.com) by May 6, 2026, at 7:00 a.m.

 

The draft Environmental Assessment, PER, and Uniform Application will be available for public review at the District’s Office upon request, 108 Cooperative Way, Kalispell, MT 59901, during regular business hours Monday–Friday from 8:30 a.m. to 4:00 p.m. Copies may be requested in advance by contacting the person listed below.

 

The District will make reasonable accommodation for people with disabilities who wish to participate in this public hearing or who need an alternative format of this notice. Please get in touch with Mimi Wildeman at the District Office at (406) 257-5861 or mwildeman@evergreenwaterdistrict.com no later than 48 hours before the public hearing.
